H a l la h a n invited s e n a to r s to M o n d a y ’s E x ecu t iv e C ab in e t m e e t in g w ith th e h o p e th a t E x e c u t i v e C a b i n e t c o u ld e x p la in i ts d e s i r e to c r e a t e this body and add ress Senate concerns.
